               The NCHSE envisions a robust, vibrant and holistic school education that will engender excellence in every sphere of human endeavour. The Council is committed to provide quality education to promote intellectual, social and cultural vivacity amongst its leaners. It works towards evolving a learning process and enviroment, which empowers the future citizens to become global leaders in the emerging knowledge society. It advocates Continuous and Comprehensive Evaluation with an emphasis on holistic development of learners. It commits itself to providing a stressffree learning environment that will develop competent, confident and enterprising citizens who will promote peace and harmony.

National Council of Higher Secondary Education (NCHSE) has been constituted to regulate non-formal Open Basic Schooling (OBS), Secondary (10th), Senior Secondary (12th) education and other Professional Courses (under Self Employment Education Scheme) in India.

The Council members are abide by the National Policy on Education, 1986 by the Ministry of Human Resource Development (MHRD), Government of India and Programme of Action, 1992 Government of India.

NCHSE is an autonomous body and all educational Boards,Councils and Universities are autonomous bodies. Each autonomous Educational Organisation have its own discretionary powers. According these powers every Board/Council/University/State Government/Central Government of India having the liberty and right to take own decision either to allow or refuse any admission/service.

But National Council of Higher Secondary Education is doing its best to make success the non formal Education Programme. All the education programme run by the Council is Council's own autonomous education programme. Legality, Validity, Utility of the education programme is strict conformity with the Constitution of India and Law of the land under Article 19(1)G, 29 & 30.

This year our objective is to make non-formal education more realistic. We have involved suitable mechanisms and procedures to ensure transparent, consistent and rational decision-making process taking into confidence all the stakeholders. There are further seperate schemes for women in the backward areas. Further, in order to motivate state participation, we have launched State/regional language as the Second Language for the Non-Formal Education.
